On March 17, the Local Clean Energy Alliance and Greenlining Institute hosted a press conference on Proposition 16. PG&E has stated it plans to spend up to $35 million on this monopoly protection scheme, named the "New Two-Thirds Requirement for Local Public Electricity Providers.”Prop 16 would amend the Constitution to require local governments to obtain a 2/3 super-majority voter approval before issuing public financing for a Community Choice energy program or for extending a public power utility. Before the hearing at the California Public Utilities Commission a rally was held in protest of Proposition 16.
