Brightline issues the following correction to this morning's solar bulletin:
Donna Levitt, Director of the San Francisco's Office of Labor Standards Enforcement (OLSE), has clarified that her office will not adjudicate which trade will handle solar panels or perform the tasks required to install solar panels, and that she is approaching her office's investigation into the Electrician union's prevailing wage claim against BASS Electric with an unbiased lens. Brightline misunderstood Ms. Levitt's testimony yesterday that "it sounds like from what I just heard today that there were perhaps some unrealistic expectations and agreements made," which was stated with respect to the job schedule at the Reservoir rather than with respect to which workers would install the solar.
While we fully believe that Ms. Levitt's office's decision will define the faces of San Francisco's future solar installers for years to come and has the potential to create solar opportunities for a cross-section of trades and community members, it is more accurate to state that OLSE will only make a decision with respect to the prevailing wage to be paid on certain or all tasks related to solar installation in the public sector.
OLSE's investigation into this issue is just beginning, and we plan to provide comments in conjunction with other community-based organizations and advocates in order to make the case for the most inclusive decision possible from the OLSE.
